Aren't they already doing so with such thinks as NHS Direct and so on?

NHS direct is supposed to be there as an alternative but people don't actually use it enough or properly. The volume of rubbish calls to 999 suggests that they're not doing enough or doing it very effectivly at the moment!

We the undersigned educate the Prime Minister to grasp the appropriate use of the 999 "emergency" service.

So a promotion of the NHS Direct services with as widespread catchiness as has been achieved by the 999 hook being a viable factor. Such as to rely on the fact that 999 is so ingrained in folks minds that promotion of awareness of these services is counter-resourceful.
