What's the electricity used for? To pump the water, to heat it?
Hereabouts, those sort of systems tend to be reserved for pumping systems/jets in hot-tubs. Otherwise, most homes rely on large, not-particularly-efficient central boilers, and the mains' high-pressure.

Come to think of it, I think I can remember some sort of heating coil system in a panel configuration that is usually placed beneath the water output, above the bath-taps, when I was last there. I guess I forgot.
